This is coming from the Snippets tool, and is part of the default snippet for top-level and method-level 'def'. You can edit this from the Snippets tool, accessed from the Tools menu. Go to the 'py' tab and right click to edit the two 'def' snippets for contexts class and module. You'll want to remove the comment but leave in the |m| since that tells Wing to match indentation according to where the snippet is entered.
