This is the result of a dependency problem that can be worked around by emergeing the ebuild sqlite in gentoo without icu-Useflag. For example:

  1. Add "dev-db/sqlite -icu" to /etc/portage/package.use or /etc/portage/package.use/sqlite (depending on the selected layout)
  2. remerge sqlite via $ emerge --oneshot dev-db/sqlite

Then Wing should start normally.
